Pipelining

Energy security has never been so high on the agenda and Russia, hosting G8 summit in 2006, pledged to play a vital role in supplying its oil and gas to Europe and Asia. However recent events such as an accident on Druzhba pipeline last year and a dispute with Belarus in 2007 – which resulted in disruptions of oil supply to Europe – raised doubts if Russia could be trusted as a reliable supplier of its natural reserves. As a result, further development and modernisation of pipeline infrastructure is currently the top priority for the Russian government. In line with this, Transneft (Russia’s national pipeline operator) announced a major $2.33 billion program aimed at retrofitting, technical modernisation and renovation of its entire pipeline infrastructure. Furthermore, in order to reduce its dependency on transit countries such as Belarus and Ukraine Transneft is also planning expansion of Baltic Pipeline System and construction of a new pipeline to deliver oil directly to its European customers. Other mega projects across Russia include:

  • Eastern Siberia Pacific Ocean Pipeline System (ESPO) which when completed will be the longest pipeline in the world and have strategic importance for exporting Russia’s oil to Asia Pacific region counties. Investments in the region of $12 billion will be required to build it.
  • Sakhalin-Aomori Gas Pipeline which will transport natural gas from Sakhalin Island to Japan. 850-Km pipeline is due to be completed in 2013 and will require $1.5 billion of investments.
  • North European Gas Pipeline (NEGP), Gazprom’s €4 billion project which will have strategic importance to the EU by allowing natural gas to be transported directly to Europe.

Caspian region countries are also seeing a number of pipeline construction and modernisation projects. It is worth mentioning $4 billion BTC pipeline link extension to Kashagan field as well as $1 billion expansion of Tengiz-Novorossiysk pipeline which is operated by Caspian Pipeline Consortium.

On top of that, last year “Neftegaz Ukraine” approved 2007-2010 investment program for modernisation and retrofit of its gas transportation infrastructure. $4.57 billion of investments will be spent on modernisation of 7 key objects of Ukraine’s pipeline system.
