Although Russia is currently leading the way in exports of crude oil and natural gas, the government and companies are also putting efforts to ensure that Russia becomes a major producer and exporter of petroleum products. Recently billions of investments were announced to develop Russia’s and Caspian oil refining activities. Some of these mega projects include:
- Rosneft is planning to invest up to $2.7 billion over the next 5 years to modernise its two oil refineries. The Tuapse Refinery is undergoing a major $2 billion expansion and modernization program, which is expected to increase its annual capacity from 4 to 12 million tons and significantly improve the composition of refined products toward lighter products. While the modernisation of Komsomolsk Refinery is expected to increase its annual capacity to 7.0 million tons.
- LUKoil is investing $35 billion over the next 10 years to upgrade its existing refineries and buy or build new ones.
- Tatneft is planning to invest $4.8 billion in construction of new oil refining and petrochemical plant complex in Nizhnekamsk. The industrial complex will include two crude oil refining and one petrochemical plant for annual processing of 7 million tons of high sulphur containing crude oil. $1.5 billion will be spent to purchase foreign equipment and technologies.
- Uzbekneftegaz plans to construct a gas-chemical complex with capacity of 125,000 tons of polyethylene a year in Ustyurt region of Uzbekistan by 2009. The investment cost of the project is $1.1 billion.
